The former empire that controlled Shenmen and used Willowshore as part of its lumber-harvesting ambitions. Imperial rule brought roads, bridges, the dam, soldiers, governors, exploitative lumber bosses, and aristocratic hunting tourism.

Lung Wa collapsed in 7106. Willowshore’s lumber lords fled, many soldiers left, and the town became much more isolated from imperial power.
